NOTICE: Sierra County Department of Public Works hereby gives notice that in accordance with Public Contract Code 22000-22045 it will accept informal bids until contracted for the following public works project is awarded:
Sierra County Court House Generator Replacement
BID SUBMISSION: Bids will be received via US mail at the Sierra County Public Works Department, P.O. Box 98, Downieville, CA 95936, email to , or they can be delivered to 101 Courthouse Square, Transportation Department, Downieville, CA.
Oral, telephone, or telegraph bids are invalid and will not receive consideration. No bidder may submit more than one bid. Multiple bids under different names will not be accepted from one firm or association.
DESCRIPTION AND LOCATION OF THE WORK
Location: 100 Courthouse Square, Downieville CA 95936
Scope of Work: Sierra County Public Works is soliciting informal bids for the provision of all plans, specifications, permits, equipment, materials, and labor necessary for the installation of one County provided Emergency Backup Generator.
All provisions contained within the project plan shall be fully considered with the lump sum bid provided by contractor. Contractor will be required to enter a Public Works Contract with Sierra County; a sample contract is attached to this RFB.
SPECIFICATIONS
All design and materials supplied under this contract shall be in accordance with the California 2019 California Building Standards Code hereinafter referred to as the Building Code.
The Contractor will be responsible for the design and permitting, provision of all materials and equipment required for the installation of a County provided CAT D200GC – C7.1 - 200kW Diesel Powered Generator Set including the connection to an existing Automatic Transfer Switch (ATS).
- If the material provided by the supplier is determined to be below the quality standards required by the specifications, either by visual inspection or other test, the material will be rejected, and upon the County’s request, must be removed by the Contractor, and at the Contractor’s expense. The Contractor shall have no recourse against Sierra County for the value of rejected material.
- Contractors submitting bids shall furnish a lump sum price for all the above-mentioned specifications and scope of work.
CONTRACTOR REQUIREMENTS
The following requirements apply to all contractors for all Public Works projects in Sierra County. All contractors must:
- Have a current, valid California class B contractor license or other applicable specialty license, under the name for which the proposal is submitted.
- If contract award is greater than $15,000 the contractor shall meet the following requirements.
- Be registered with the Department of Industrial Relations. See http://www.dir.ca.gov/public-works/publicworks.html for more information. This requirement also applies to all subcontractors doing work on this project.
- Provide the following information with the bid:
- Your DIR registration number.
- A list of all planned subcontractors, with name of company, project contact, business address/phone number, California contractor license number, DIR number, and total dollar amount of subcontract.
- A written acknowledgement that all addenda (if applicable) have been reviewed and incorporated into the bid.
- If the project is awarded the successful contractor will be required to execute a Public Works Contract (sample provided) prior to the issuance of a Notice to Proceed.
LEGAL REQUIRMENTS
The County of Sierra, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the regulations of the Department of Commerce (15 C.F.R., Part 8), issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
This is a Public Works project. Pursuant to Sections 1770 and 1773 of the Labor Code of the State of California, the County of Sierra has ascertained the general prevailing rate of wages applicable to the work to be done. These rates are set forth in a schedule which is on file and available in the office of the Department of Public Works, County of Sierra. Contractor shall not pay less than the prevailing rate of wages. No bid will be considered unless it is made in accordance with the provisions of the proposal requirements and conditions set forth in the contract documents.
