Separate sealed Bids for the construction of the SIERRA BROOKS WATER SYSTEM IMPROVEMENT
PROJECT - PHASE II will be received by Sierra County Clerk Recorder at the Sierra
County Courthouse, Room 11, 100 Courthouse Square, Downieville, CA , until 2:00 p.m. local
time on June 25, 2019, at which time the Bids received will be publicly opened and read. The Project
consists of constructing a well, well pump station, and building, booster pump station and building,
water storage tank, distribution system pipelines, water services and meters, fire hydrants, standby
generators, electrical controls, and telemetry system.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis.
The Issuing Office for the Bidding Documents is: County of Sierra, Department of Public Works, 101
Courthouse Square, P.O. Box 98, Downieville, CA, 95936, Contact: Bryan Davey, Deputy Director, (530)
289-3201. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays
through Fridays between the hours of 8:00 a.m. and 5:00 p.m., and may obtain copies of the Bidding
Documents from the Issuing Office as described below. Prospective Bidders must purchase a bid
package from the Issuing Office.
Bidding Documents also may be examined at Sauers Engineering, Inc. 105 Providence Mine Road, Suite
105, Nevada City, CA, 95959 (call 530-265-8021 for appointment), Valley Builder’s Exchange, 951 E. 8th
Street, Chico, CA, Shasta Builder's Exchange in Redding, Sierra Contractor's Source in Reno, on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., and online at
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours
indicated above, upon payment of:
$50 CONTRACT DOCUMENTS and Half Size (12” x 18”) Set of PLANS
$100 CONTRACT DOCUMENTS and Full Size (24” x 36”) Set of PLANS
for each set. Payment is non-refundable. Checks for Bidding Documents shall be payable to County of
Sierra. Upon request and receipt of the document payment, the Issuing Office will transmit the Bidding
Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing
Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding
Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible
for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than
the Issuing Office.

Bidders are notified that financing for this project is provided pursuant to the Consolidated Farm and
Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code
Section 22300, this contract does not provide for substitution of securities for any monies withheld by
the Owner to ensure performance under this contract. Bidders are further notified that this contract
does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor.
Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and
regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall
have a Class A – General Engineering California Contractor’s license.
This is a Public Works Project. Pursuant to CA Labor Code 1771 for contracts over $1,000.00 prevailing
wage requirements are enforced. CA Labor Code requires that all contractors and subcontractors
working on this project keep certified payroll records in accordance with Labor Code 1776. Pursuant to
SB 854 (effective June 20, 2014), all contractors must be registered with the State in order to bid or work
on a public works project.
In accordance with the provisions of section 1720 et seq. of the Labor Code, the Division of Labor
Standards and Research has determined the general prevailing rates or wages and employer payments
for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in section
It shall be mandatory upon the Contractor herein and upon any Subcontractor to pay not less than the
said specified rates to all laborers, workers and mechanics employed by them in the execution of the
Agreement pursuant to CA Labor Code 1774, including owner operators.
Attention is directed to the provisions in section 1777.5 and sections 1777.6 of the Labor Code
concerning the requirement to employ apprentices by the Contractor or any Subcontractor under it.
Please refer to Section 230.1 of Article 10 of Subchapter One of Chapter 2 of Title 8 of the California
Code of Regulations for requirements.
This is a “public works” project as defined in California Labor Code Section 1720 through 1743. In
accordance with California Labor Code Article 1725.5, Contactor and all subcontractors are required to
be registered with California Department of Industrial Relations (DIR) in order to bid or be listed on a bid
and/or on a public works project.
A non-mandatory pre-bid conference will be held at 10:00 a.m. local time on Friday, June 14, 2019 at
the Sierra Brooks Lodge, 510 Longhorn Drive, Loyalton, CA. Attendance at the pre-bid conference is
highly encouraged but is not mandatory.
